Tackling uninsured driving together

Police helpline

MIB facilitates the Police Helpline (PHL) which exists to support officers on the roadside. When checking the insurance status of a vehicle, on occasion a policy or change of details may be too new to show in the data held in Navigate. Under these circumstances, the police officer can call the helpline and ask an MIB agent to contact an insurer for direct proof of insurance.

Continuous insurance enforcement

Continuous insurance enforcement (CIE) is the name given to activity that works towards taking uninsured drivers off the road. MIB works with the police and the DVLA on a range of preventative and reactive initiatives. These include letters to the owners of vehicles that don’t appear to be insured, hot-spot focused action days, and training events.

Enabling effective law enforcement

Access to policy and vehicle data is essential for continuous insurance enforcement and public safety. MIB supports UK police forces and the DVLA with centralised records that help to verify motor insurance status, identify stolen and written off vehicles and respond quickly at the roadside. These tools play a vital role in reducing uninsured driving.

Motor Insurance Policy Data (MIPD)

MIPD, held in Navigate, is the central record of insured vehicles in the UK. It’s used to verify a vehicle’s insurance status on the road and support continuous insurance enforcement and anti-fraud activities.

This data contains:

  • The vehicle’s number plate, make and model

  • The policy holder details plus any named drivers

  • The type of insurance policy in place

  • The name of the insurer and the policy’s start and end dates

Vehicle Salvage and Theft Data (VS&TD)

VS&TD, held in Navigate, is the central record of claims relating to written off and stolen vehicles, as defined by the Code of Practice for the Disposal of Motor Vehicle Salvage.

It’s used to help the tracing and recovery of stolen vehicles, and to verify a vehicle’s history to ensure it’s mechanically and structurally safe to be on the road. The data is also used to detect fraud.

This data contains:

  • Vehicle details including reported stolen and recovery updates

  • Details of the claimant

  • Vehicle damage category
