The 2026 Business Plan sets out how we’ll deliver on our five-year strategy, Accelerating to Zero - our commitment to make roads safer by working towards ending uninsured driving for good.

It’s our first full year of delivery under this strategy and a pivotal moment to turn ambition into action.

When Kevin collided with a van, his life changed forever

Uninsured driving is a public safety crisis that costs the UK over £1 billion a year. The ambitions set out in our business plan will help us get closer to our ultimate goal: ending uninsured driving, making roads safer. For good. For everyone.

Our priorities for the year ahead

Making powerful shifts to end uninsured driving for good

Uninsured driving causes devastating harm - and too often it’s preventable. In 2026, we’re tackling the issue from every angle. We’ll

  • use new insight to understand exactly who drives uninsured, and why. This will help us shape future interventions that genuinely change behaviour.
  • reach young and new drivers with better education in schools and online, and work with influencers to spread messages that cut through.
  • continue pushing for stronger penalties and working closely with police to remove those who knowingly endanger others.

It’s the start of a new chapter, one where uninsured driving becomes far harder, and far less socially acceptable.

Helping even more people rebuild their lives

No one hit by an uninsured or hit-and-run driver should go without the support they deserve. That’s why we handle every claim quickly, fairly and compassionately. In 2026, we’ll:

  • continue to improve every part of the claims journey: simplifying processes, modernising our systems and using technology to speed up the steps that don’t need human judgement. That gives our caseworkers more time for what they do best: supporting people with empathy, clarity and expertise.
  • explore new partnerships and training opportunities so more people can benefit from the expertise of our highly-skilled workforce.

Making data drive the good we do

Behind safer roads lies better data: data that’s accurate, timely and shared securely. This year, we’re focussing on strengthening the quality of the information that powers all our decisions. In 2026, we’ll

  • work together with industry members to develop robust data standards
  • pilot real-time insurance checks with councils
  • introduce technology that lets insurers upload data directly to us.

We want to become the most trusted source of reliable, secure and timely data for the insurance industry and law enforcement agencies.

Getting ahead of the connected and self-driving vehicle revolution

How people travel is changing, from e-scooters to automated and self-driving cars, and with every new technology comes new questions about safety, responsibility and fairness. In 2026, we’ll:

  • work with government and industry to make sure the law keeps pace with technological developments. We’ll help close the gaps around self-driving vehicles so victims are protected even when technology, not the driver, is at fault
  • engage the insurance industry and car manufacturers to define what vehicle data can securely be shared to improve road safety
  • keep pressing for clear rules on e-scooter use, so everyone knows what’s legal, what isn’t, and how to stay safe.

Under the bonnet: strengthening how we work

To make all of this possible, we’re investing heavily in our foundations – from modernising our systems and digital tools to implementing our new People Strategy, building capability, and strengthening our governance, risk and finance frameworks. These changes will ensure we’re equipped to deliver impact not just in 2026, but for the years ahead.
