Data is only put onto the MID by the Insurance Industry, not the MIB.  In most circumstances, insurance companies and other organisations with appropriate authority from insurance companies, called Delegated Authorities, have the ability to load data on to the MID.

In certain circumstances, organisations with commercial, fleet or motor trade policies can load vehicle data to the MID too, though this type of access is limited and is strictly controlled by the insurance company of each policyholder.
